ROME - Green light for the privatization of water. The government, for the 28th time, placed on the trust-saving decree containing offenses the reform of local public services, including water. It unleashes yet another tussle with the opposition. At the motivations of the Minister for Relations with Parliament Elio Vito ("choice to speed") are not enough. Issue of contention is the so-called 'Ronchi decree' establishing the liberalization of local public services, including among other things that the share capital in public hands falls below 30%, leaving room for private parties. The measure makes it mandatory that the tenders for the award of services by local authorities and prohibits, then, except in exceptional cases, the direct assignment to public companies primarily in a strict and controlled by the local custodian. Istanbul was not chosen at random. Located on the Bosphorus Strait that separates Europe and Asia, an ideal position to carry throughout the worldwide awareness of water issues. Despite this, over 25,000 people, heads of state and delegates from 155 countries gathered in the city at the Fifth World Water Forum, have failed to recognize that water is a fundamental right of humankind!

"A real loss," said Guido Barbera, president of CIPSI , Coordination of Popular Initiatives, which has 48 NGO associations. For over a decade Barbera fights in the front row for the water to be recognized as a universal right, as a common good is essential and indispensable for life and not as a commodity.

Representatives of governments, international agencies and organizations have found themselves to discuss issues relating to the availability and safety of water worldwide: 8 million deaths each year are attributed to water scarcity and inadequate sanitation; 1, 1 billion people lack access to water, 2.6 billion people have sanitation problems, every day 3,900 children are victims of lack of water, pollution of waterways and groundwater becomes increasingly unstoppable ; agriculture currently accounts for 70% of the world's resources of fresh water used by humans.

As reported in the conclusions of the "World Water Forum", held recently in Mexico, world population is growing at an alarming rate and is estimated to reach the threshold of the six billion by the end of the year 2050. Therefore, the demand for food increases very rapidly. Because food is enough to produce a quantity of water equal to seventy times that required for all other everyday uses, it is clear that reducing consumption of water in agriculture is a major goal of research in agronomy. In addition, drought, along with other factors such as cold and high salinity of the soil, is one of the abiotic stresses that limit the geographical distribution of most crop species and affecting the growth and productivity of plants.
